ΠΟΛΙΤΙΚΟΣ ΚΑΤΑΚΕΡΜΑΤΙΣΜΟΣ (και τι μπορούμε να κάνουμε γι' αυτό)

Το πρόβλημα του κατακερματισμού γίνεται αντιληπτό όταν η συζήτηση μεταφέρεται από τα συμπτώματα της θεσμοθετημένης εγκληματικότητας στην πολιτική. Αντί να κοιτάμε τους εγκληματίες, κοιτάμε τους εαυτούς μας. Αντί να ρωτάμε "πώς απέκτησαν τη δύναμή να κάνουν αυτό που κάνουν;" αρχίζουμε να ρωτάμε "πώς μπορούμε να αποκτήσουμε τη δύναμη να τους σταματήσουμε;". Λειτουργούμε, φυσικά, σε μια κατάσταση όπου η μεγάλη πλειοψηφία των πολιτικών και των αξιωματούχων πιέζει προς την αντίθετη κατεύθυνση. Το ίδιο πρόβλημα υπάρχει σχεδόν παντού. Αν ξεχωρίζω την Αυστραλία και τη Νέα Ζηλανδία αυτό οφείλεται κυρίως στο ότι είναι εύκολο για μένα να παρακολουθώ τις εξελίξεις εκεί. Σε κάθε περίπτωση, οι χώρες αυτές τα τελευταία χρόνια προφανώς παίζουν το ρόλο του κοινωνικό εργαστηρίου για να δοκιμαστεί πόσο μπορεί να γίνει ανεκτή η εγκληματικότητα από τους σημερινούς πληθυσμούς. Την τελευταία δωδεκαετία το διαδικτυακό περιοδικό Cairns News, που εδρεύει στην τροπική πόλη Κερνς στη βόρεια Αυστραλία, έχει κερδίσει ολοένα και μεγαλύτερη αξιοπιστία ως εναλλακτική πηγή πληροφόρησης. Πρόσφατα με τον τίτλο "Let's have a party" (στα ελληνικά αυτό δεν λειτουργεί ως λογοπαίγνιο, αλλά στα αγγλικά λειτουργεί) το Cairns News κατέθεσε πρόταση για συγχώνευση τριών αντισυστημικών κομμάτων με σκοπό να αυξηθούν οι πιθανότητες επίτευξης κοινοβουλευτικής εκπροσώπησης.
Μια τέτοια πρόταση για συνένωση μικρών αντισυστημικών κομμάτων δοκιμάστηκε ανεπιτυχώς στην Ελλάδα πριν από τις πιο πρόσφατες εθνικές εκλογές. Γι'αυτό το λόγο (ΚΑΙ γι'αυτό το λόγο) χάρηκα που πρόσφατα το Cairns News δημοσίευσε μια σύντομη δική μου πρόταση για άλλο πιθανό τρόπο αντιμετώπισης του πολιτικού κατακερματισμού. Όχι μέσω της διαιώνισης της λογικής των κομμάτων, αλλά μέσω της ανάδειξης ενός εναλλακτικού δεύτερου κοινοβουλευτικού σώματος, μιας Συνέλευσης Ανεξάρτητων Πολιτών, παραμερίζοντας την καθολική ψηφοφορία, όχι για όλοκληρη τη βουλή αλλά για τον εαυτό της. Φυσικά αυτό θα καθιστούσε υποχρεωτική την θέσπιση ενός δικαστηρίου με αρμοδιότητα να αποφασίζει ποιος έχει το δικαίωμα, ή καλύτερα ποιος ΔΕΝ έχει το δικαίωμα, να θεωρείται "ανεξάρτητος πολίτης". Ως αποτέλεσμα οι "μη ανεξάρτητοι πολίτες" θα "περιορίζονταν" στα δικαιώματα που απολαμβάνουν έτσι κι αλλιώς οι σημερινοί πολίτες, δηλαδή το δικαίωμα του εκλέγειν και του εκλέγεσθαι στις εκλογές με καθολική ψηφοφορία. "Περιορισμός" συνεπώς δεν είναι η σωστή λέξη. Μια τέτοια μεταρρύθμιση θα έδινε στον πληθυσμό συνολικά ΠΕΡΙΣΣΟΤΕΡΑ όχι λιγότερα δικαιώματα από αυτά που του/μας επιτρέπονται σήμερα. Για πρώτη φορά θα φαινόταν επί πλέον να είναι μέσα στη σφαίρα της δυνατότητας το σημερινό μονοπώλιο της κομματικής πολιτικής και των δικτατορικών μέσων μαζικής ενημέρωσης να σπάσει. Οι λάτρεις της άμεσης δημοκρατίας θα μπορούσαν τότε να αφιερώσουν την ενέργειά τους στο να βοηθήσουν τους δικηγόρους και μια νέα γενιά στελεχών να διευκολύνουν τη λειτουργία του δικαστηρίου.
Η πρώτη απόπειρα να σκεφτούμε πώς να τα κάνουμε όλα αυτά έγινε κατά τη διάρκεια των lockdown από μέλη της Παγκόσμιας Συμμαχίας Ελευθερίας (ξεκινώντας από το λεπτό 41.50). Η προσοχή μας επικεντρώθηκε στο Ευρωπαϊκό Κοινοβούλιο, αλλά η ιδέα θα μπορούσε να προωθηθεί οπουδήποτε έχει εγκαθιδρυθεί η αντιπροσωπευτική δημοκρατία. Στην ΕΕ, της οποίας το κοινοβούλιο έχει μόνο ένα νομοθετικό σώμα, θα χρειαζόταν να δημιουργηθεί και ένα δεύτερο. Αλλού, π.χ. στην Αυστραλία, όπου η υπάρχουσα άνω βουλή ονομάζεται Γερουσία, η μετατροπή της θα προϋπέθετε την αναγνώριση του ανούσιου χαρακτήρα των "δικαιωμάτων των πολιτειών" σε μια ομοσπονδία ομοιογενών πρώην αποικιών όπου τα σύνορα μεταξύ των πολιτειών, μέχρι την πρόσφατη αντισυνταγματική εκταφή τους κατά τη διάρκεια της "πανδημίας", ήταν τόσο ασήμαντα όσο και τα σύνορα μεταξύ των δήμων. Για να αναφέρουμε μερικές άλλες χώρες της Κοινοπολιτείας: Η Γερουσία του Καναδά δεν ήταν ποτέ δημοκρατική. Οι Καναδοί γερουσιαστές διορίζονται από τον Γενικό Κυβερνήτη κατόπιν συμβουλής του πρωθυπουργού. Στη Νότια Αφρική η άνω βουλή μετά το απαρτχάιντ ονομάζεται Εθνικό Συμβούλιο των Επαρχιών, αλλά λέγεται επίσης ότι "εμποδίζεται στο ρόλο του να εκπροσωπεί τις επαρχίες", επειδή "η κυριαρχία του κυβερνώντος Αφρικανικού Εθνικού Κογκρέσου στις επαρχίες καθιστά δύσκολο να προσδιοριστεί αν οι εντολές που παρέχονται από τα επαρχιακά νομοθετικά σώματα μεταφέρουν τα συμφέροντα των επαρχιών ή εκείνα του κόμματος εξουσίας". Έτσι, σε κανένα από αυτά τα μέρη κανείς δεν πρόκειται να έχει λιγότερα δικαιώματα, εάν θα πρέπει να δημιουργηθεί μια άνω βουλή "ανεξάρτητων πολιτών" - για τα μεμονωμένα μέλη της οποίας δεν μπορούν όλοι να ψηφίσουν.
Η πρόταση για το Ευρωπαϊκό Κοινοβούλιο προέβλεπε ένα δεύτερο σώμα με έδρα τη Ρουμανία, της οποίας η σαραντάχρονη εμπειρία της κομμουνιστικής διακυβέρνησης, που τελικά ανατράπηκε με λαϊκή συμμετοχή, συχνά λέγεται εύλογα ότι παρήγαγε έναν πληθυσμό πιο πολιτικά οξυδερκή από τον δυτικοευρωπαϊκό κανόνα, αλλά επίσης ανεξάρτητο από τη Ρωσία και πιθανώς λιγότερο επιρρεπή σε συμπλοκή με τα σενάρια "διαίρει και βασίλευε" της Ρωσίας έναντι της Δύσης. Αλλά τα στοιχεία της πρότασης με πιο καθολική εφαρμογή είναι εκείνα που παρέχουν μια εναλλακτική λύση στον κατακερματισμό της κομματικής πολιτικής και στην ευπάθεια στη χειραγώγηση που είναι επακόλουθο της μαζικής πολιτικής (δηλαδή της καθολικής ψηφοφορίας).
Η καθολική ψηφοφορία θεωρείται κεκτημένο, μια αντίληψη που είναι απίθανο να αλλάξει και δεν μπορεί απλώς να αμφισβητηθεί, επειδή σήμερα θεωρείται απαραίτητο συστατικό της δημοκρατίας. Το ζητούμενο είναι να βρεθεί ένας τρόπος να ελαχιστοποιηθούν, αντί να γίνουν αποδεκτές εγκαρτερικά, οι επιζήμιες πτυχές της, οι οποίες έχουν αναγνωριστεί από την αρχαιότητα. Η δημοκρατία είναι αμφιλεγόμενη από την εποχή των Αθηναίων σοφιστών. Σίγουρα ένα πρώτο βήμα προς το παρόν θα ήταν να προσπαθήσουμε να καταστήσουμε διαθέσιμη τη δυνατότητα επιλογής: διακυβέρνηση από ένα κόμμα ή συνασπισμό κομμάτων ή διακυβέρνηση από "ανεξάρτητους πολίτες".
Η οικονομική ανεξαρτησία επιδιώκεται συνήθως με την απομάκρυνση των "μεσαζόντων" από τις συναλλαγές μεταξύ αγοραστών και πωλητών και η κατάσταση δεν είναι διαφορετική όταν πρόκειται για την παροχή και τη λήψη πληροφοριών. Τα μέλη μιας Συνέλευσης Ανεξάρτητων Πολιτών στο προβλεπόμενο σενάριο θα επικοινωνούν με την πολιτική τους βάση και μεταξύ τους άμεσα και απευθείας, όχι με τη μεσολάβηση δημοσιογράφων ή εκπροσώπων. Η προσφυγή στη διαμεσολαβημένη επικοινωνία θα αποτελούσε στίγμα, ένα σημάδι ότι δεν θα μπορούσε να επιτραπεί σε κάποιον να συνεχίσει να παρουσιάζει τον εαυτό του ως ανεξάρτητος πολίτης και ότι θα έπρεπε, αν ήθελε να συνεχίσει να ασκεί πολιτική, να το κάνει ως συμβατικός πολιτικός, ελεύθερος να ανήκει σε ένα κόμμα και να υπόκειται στην κομματική πειθαρχία, αλλά όχι ελεύθερος να θεωρείται "ανεξάρτητος πολίτης". Οι ακτιβιστές που αμφισβητούν το ρόλο των μέσων ενημέρωσης - η παραπληροφόρηση των οποίων έχει γίνει σήμερα κυριολεκτικά απειλητική για τη ζωή - συνήθως προσπαθούν να επινοήσουν φόρμουλες για τη ρύθμιση ή προτείνουν μποϊκοτάζ και άλλα μέτρα που απαιτούν μαζική πειθαρχία. Η λύση μιας εναλλακτικής μεθόδου διακυβέρνησης στην οποία τα μέσα ενημέρωσης δεν θα έχουν πρόσβαση δεν έχει διερευνηθεί σε σημαντικό βαθμό απ' όσο γνωρίζω. Η Συνέλευση των Ανεξάρτητων Πολιτών θα έπρεπε να βρίσκεται σε σχέση ανταγωνισμού με τους υπάρχοντες πολιτικούς θεσμούς: να ανταγωνίζεται για μια εντολή, ίσως σε ένα δημοψήφισμα (με καθολική ψηφοφορία) που να διεξάγεται κάθε πέντε χρόνια, ας πούμε. Όποια συνέλευση κέρδιζε το δημοψήφισμα θα είχε την πραγματική εξουσία να νομοθετεί. Η πλευρά που θα έχανε θα γινόταν συμβουλευτικό σώμα.
Ο περιορισμός των δημοψηφισμάτων στο μοναδικό περιεχόμενο του ποιού από τα δύο ανταγωνιστικά κοινοβουλευτικά σώματα θα είναι εξουσιοδοτημένο να νομοθετεί για μια δεδομένη περίοδο..... θα διέκρινε την πρόταση αυτή από τις συνήθεις συστάσεις των οπαδών της άμεσης δημοκρατίας και των θαυμαστών του υφιστάμενου ελβετικού τρόπου διακυβέρνησης, σύμφωνα με τις οποίες ο ρόλος των δημοψηφισμάτων επεκτείνεται ώστε να καλύπτει ένα πλήθος πολιτικών ζητημάτων. Το ερώτημα "ποιος θα αποφασίσει" είναι απλούστερο και κατά τη γνώμη μου πιο ρεαλιστικό. Φυσικά, η έννοια της Συνέλευσης Ανεξάρτητων Πολιτών θα είναι αρχικά άγνωστη: ο ανταγωνισμός μεταξύ των δύο συστημάτων συνεπώς δεν θα είναι αρχικά μεταξύ ίσων. Όταν μία από τις δύο πλευρές κερδίσει την εντολή της στο ανά πενταετία διεξαγόμενο γενικό δημοψήφισμα, θα πρέπει να είναι δυνατόν, αμέσως μετά το γενικό δημοψήφισμα, το αποτέλεσμα να αμφισβητηθεί τοπικά σε κάθε κατώτερο επίπεδο: περιφερειακό, δημοτικό κ.λπ. αλλά στη συνέχεια το αποτέλεσμα αυτό να γίνεται σεβαστό μέχρι να έρθει η ώρα για το επόμενο γενικό δημοψήφισμα (στο τέλος της πενταετίας). Και οι δύο συνελεύσεις θα εξέλεγαν έναν ηγέτη, ο ηγέτης της πλευράς που θα κέρδιζε το γενικό δημοψήφισμα θα ήταν ο εκτελεστικός επικεφαλής της πολιτείας: ο πρωθυπουργός.
Οι ιδέες που παρουσιάζω εδώ θα ανταγωνιστούν για την αποδοχή τους στο περιβάλλον μας με τις πιο οικείες αμεσοδημοκρατικές αντιλήψεις που βασίζονται στην επιθυμία να συμμετέχουν "όλοι" στην πολιτική λήψη αποφάσεων. Αν μπορεί κανείς να κρίνει από την ενθουσιώδη αποδοχή του ρόλου του εκδικητή κατά των "αντι-εμβολιαστών" από αρκετούς ανθρώπους κατά τη διάρκεια των lockdown, η επιθυμία να αστυνομεύσει κανείς τους συμπολίτες του για λογαριασμό της "εξουσίας" είναι αρκετά ισχυρή και πιθανώς ισχυρότερη από την επιθυμία να επινοήσει εποικοδομητικές εισροές για τη δημοκρατία. Οι ακτιβιστές που θα ήθελαν να πολιτικοποιήσουν "όλους" θα πρέπει να ενθαρρυνθούν να βοηθήσουν στην εφαρμογή δικαστικών αποφάσεων που αποκλείουν ορισμένα άτομα και ομάδες από την αναγνώριση ως "ανεξάρτητων πολιτών". Αυτοί που αισθάνονται πιο άνετα με το να είναι αρνητικοί θα πρέπει να υποστηρίζονται όταν η αρνητικότητά τους έχει τη δυνατότητα να είναι χρήσιμη.
Υπάρχει βέβαια μια πρόσθετη επιπλοκή με την Ευρωπαϊκή Ένωση (στην πραγματικότητα περισσότερες από μία) σε σύγκριση με απλούστερες ομοσπονδίες όπως η Αυστραλία ή ακόμη και οι Ηνωμένες Πολιτείες. Ορισμένα κράτη μέλη της Ευρωπαϊκής Ένωσης είναι συνταγματικές μοναρχίες, ορισμένα κοινοβουλευτικές δημοκρατίες, ορισμένα προεδρικές δημοκρατίες. Η καθιέρωση μιας συνέλευσης των άνεξάρτητων πολιτών θα μπορούσε να περιπλέξει το ζήτημα του ποιος θα είναι αρχηγός του κράτους. Θα μπορούσε, ωστόσο, να προταθεί ότι η ταυτότητα του εκτελεστικού ηγέτη του κράτους (πρωθυπουργού), ανεξάρτητα από το αν ο υφιστάμενος αρχηγός του κράτους ήταν κληρονομικός μονάρχης ή πρόεδρος, θα πρέπει να εξαρτάται από το αποτέλεσμα του γενικού δημοψηφίσματος που διεξάγεται κάθε πέντε χρόνια. Εάν η εντολή κερδιζόταν από το κοινοβούλιο με καθολική ψηφοφορία, ο ηγέτης που θα εκλεγόταν από το κοινοβούλιο αυτό θα ήταν πρωθυπουργός. Εάν η εντολή κερδιζόταν από τη Συνέλευση των Ανεξάρτητων Πολιτών, ο ηγέτης που θα εκλεγόταν από τη συνέλευση αυτή θα ήταν επίσης πρωθυπουργός. Επομένως, η ταυτότητα του αρχηγού του κράτους θα καθοριζόταν με εκλογές που θα διεξάγονταν είτε με καθολική ψηφοφορία είτε με ψηφοφορία από ανεξάρτητους πολίτες, ανάλογα με το ποιος θα κέρδιζε την εντολή. Εάν την εντολή κέρδιζε η Συνέλευση των Ανεξάρτητων Πολιτών, ο κληρονομικός μονάρχης θα περιοριζόταν αποκλειστικά σε τελετουργικά καθήκοντα, ενώ τα συνταγματικά καθήκοντα θα ανατίθεντο σε έναν αρχηγό κράτους που θα διοριζόταν από τον πρωθυπουργό.
Αυτά είναι μερικά μόνο σημεία περαιτέρω επεξεργασίας των συζητήσεων που έχουν ήδη ανοίξει εδώ και εδώ.
Η ψηφοφορία αυτή του Ευρωπαϊκού Κοινοβουλίου θα συμβάλει άραγε καταλυτικά στην αποδοχή της ανάγκης για μια Συνέλευση των Ανεξάρτητων Πολιτών;
Ένα ερώτημα που προέκυψε κατά τη συζήτηση είναι ποιος θα έχει το δικαίωμα να ψηφίζει τους υποψηφίους στην Ανεξάρτητη Συνέλευση Πολιτών. Φαίνεται ότι θα πρέπει να υπάρξει διαχωρισμός των δικαιωμάτων για τις δύο συνελεύσεις. Ο καθένας θα έπρεπε να επιλέξει, εκτός από τα δημοψηφίσματα για την κατανομή των εξουσιών, είτε γενική είτε περιφερειακή, τοπική κ.λπ. Ίσως θα ήταν επίσης καλή ιδέα να τεθεί ένα στίγμα στη χρήση του πρώτου προσώπου στον πληθυντικό τόσο για τους εκπροσώπους όσο και για τους ψηφοφόρους της Ανεξάρτητης Συνέλευσης των Πολιτών, για να ενισχυθεί ο μη κομματικός της χαρακτήρας.

POLITICAL FRAGMENTATION (and what to do about it)

The problem of fragmentation is noticed when discussion moves from symptoms of institutionalized criminality to politics. Instead of looking at the criminals we look at ourselves. Instead of asking "how did they get the power to do what they are doing?" we start to ask "how can we get the power to stop them?" We are working, of course, in a situation where the great majority of politicians and officials are pressuring in the opposite direction. The same problem exists almost everywhere and if I single out Australia and New Zealand this is mainly because it is easy for me to monitor developments there. In any case these countries have appeared to function in recent years as a social laboratory for testing how much criminality can be tolerated by present-day populations. For the last twelve years the online journal Cairns News, based in the tropical city of Cairns in northern Australia, has won increasing credibility as an alternative information source. Recently under the title "Let's have a party" (in Greek this doesn't work as a pun but in English it does) Cairns News has submitted a proposal for amalgamation of three anti-systemic parties with a view to increasing the chances for achieving parliamentary representation.
A proposal of this kind for joining together of small anti-establishment parties was tried out unsuccessfully in Greece prior to the most recent national elections and for that reason (for that reason ALSO) I was pleased to gain acceptance recently on Cairns News for a brief comment hinting at another possible way for dealing with political fragmentation. Not through perpetuating the logic of parties but through reform of the (or "a") parliamentary second chamber, eschewing universal suffrage (for it) and making it into an "Independent Citizens Assembly". Of course a court would need to be instituted with the power to decide who has the right, or better who does NOT have the right, to be deemed an "independent citizen", with the result that non-independent citizens would be "confined" to the rights enjoyed by citizens today, i.e. the right to vote and the right to be a candidate in universal-suffrage elections. So "confined" is not the right word, isn't that so? Such a reform would give the population as a whole MORE, not fewer, rights than they/we are currently permitted. And for the first time it would appear to be within the realm of possibility for today's monopoly of party politics and dictatorial mass media to be broken. Direct democracy enthusiasts could then devote their energies to helping lawyers and a new breed of official to facilitate the workings of the court.
The first attempt at thinking about how to do all this was made during the COVID lockdown by members of the World Freedom Alliance (starting at minute 41.50. The soundtrack is in English). Our attention was focused on the European Parliament, but the idea could be floated anywhere representative democracy is established. In the EU, whose parliament is unicameral, a new second chamber would have to be custom built. Elsewhere, e.g. in Australia where the existing upper house is called the Senate, transforming it would presume recognition of the meaninglessness of "states' rights" in a federation of homogeneous former colonies where the borders between the states, prior to their very recent illicit exhumation during "the pandemic", were as inconsequential as the borders between municipalities. To cite some other Commonwealth countries: Canada's Senate has never been democratic. Canadian senators are appointed by the governor-general on the advice of the prime minister. In South Africa the post-apartheid upper house is called the National Council of Provinces but is also said to be "hindered in its role of representing the provinces" because "the dominance of the ruling ANC in the provinces makes it difficult to determine whether mandates delivered by provincial legislatures carry the interests of provinces or those of the party in power.(1)" So in none of these places is anyone going to have fewer rights if an upper house of "independent citizens" - for whose individual members not everyone can vote - should come into existence.
The proposal for the European Parliament envisaged a second chamber headquartered in Romania, whose forty-year experience of Communist rule, ultimately overthrown with popular participation, is often plausibly said to have produced a population more politically alert than the Western European norm, and also independent from Russia and probably less susceptible to complicity with Russia vs the West divide-and-rule scenarios. But the elements in the proposal of more universal applicability are those providing an alternative to the fragmentation of party politics and the vulnerability to manipulation that is a corollary of mass politics (i.e. universal suffrage).
Universal suffrage is regarded as an acquisition, a notion that is unlikely to change and cannot simply be challenged because it is nowadays seen as a necessary component of democracy. The task is one of finding a way to minimize, rather than resignedly accept, its damaging aspects, which have been acknowledged since antiquity. Democracy has been controversial since the days of the Athenian sophists and demagogues. Surely a first step for now would be to try to make available the option of choice: rule by a party or coalition of parties or rule by "independent citizens".
Economic independence is typically sought by removing "middlemen" from transactions between buyers and sellers and the situation is not dissimilar when it comes to provision and reception of information. Members of an Independent Citizens' Assembly in the envisaged scenario would communicate with their political base and with each other immediately and directly, not with the mediation of journalists or spokespersons. Resort to mediated communication would be a disqualifier, a sign that one could not be allowed to continue representing oneself as an independent citizen and that one would be required, if one wanted to continue in politics, to do so as a conventional politician, free to be in a party and to be subject to party discipline but not free to be regarded as an "independent citizen".
Activists who have tried to address the issue of the media - whose disinformation has today become literally life-threatening - typically try to devise formulas for regulation or else propose boycotts and other measures requiring mass discipline. The solution of an alternative method of government to which the media have no access has not been investigated to any extent as far as I know. The Independent Citizens' Assembly would have to be in a relation of competition with existing political institutions: competing for a mandate, perhaps in a (universal suffrage) referendum to be held every five years, say. Whichever assembly won the referendum would have actual power to legislate. The losing side would become an advisory body.
The confinement of referenda to the single issue of deciding which of the two competing parliamentary bodies would be authorized to legislate for a given period..... distinguishes this proposal from the customary recommendations of direct democracy enthusiasts and admirers of the existing Swiss mode of government, under which the role of referenda is extended to cover a whole host of policy issues. The question of "who is to decide" is simpler and in my opinion more realistic. Of course the Independent Citizens Assembly conception will be initially unfamiliar: competition between the two systems would not at first be between equals. When one of the two sides won its mandate in the five-yearly general referendum it would have to be possible, immediately after the general referendum, for the result to be challenged locally at every lower level: regional, municipal, etc. but then for this result to be respected until the time came for the next general referendum (at the end of the five years). Both assemblies would elect a leader, the leader of the side winning the general referendum would be executive head of the polity: the prime minister.
The ideas I introduce here will be competing for acceptance in our milieu with more familiar direct democratic conceptions based on wanting to involve "everyone" in political decision-making. If one can judge from the enthusiastic acceptance by quite a few people during the "COVID" lockdowns of the role of vigilante against "anti-vaxxers", the desire to police one's fellow citizens on behalf of "authority" is quite strong and possibly stronger than the desire to devise constructive inputs for democracy. Activists who would like to politicize "everyone" should be encouraged to help with implementing court decisions to exclude certain individuals and groups from recognition as "independent citizens". Those who are most comfortable being negative should be supported when their negativity has the potential to be useful.
There is of course an added complication with the European Union (in fact more than one) by comparison with simpler federations such as Australia, or even the United States. Some European Union member states are constitutional monarchies, some parliamentary republics, some presidential republics. The introduction of an Independent Citizens' Assembly could complicate the question of who is to be head of state. It would, however, be possible to propose that the identity of the state's executive leader (prime minister), irrespective of whether the existing head of state were a hereditary monarch or a president, should depend on the result of the five-yearly general referendum. If the mandate were won by the universal-suffrage parliament, the leader elected by that parliament would be prime minister. If the mandate were won by the Independent Citizens' Assembly, the leader elected by that assembly would, likewise, be prime minister. The identity of the head of state would therefore be determined by election held either under universal suffrage or through a vote by independent citizens, depending on who had won the mandate. If the mandate were won by the Independent Citizens Assembly, the hereditary monarch would be confined exclusively to ceremonial duties, with constitutional functions assigned to a head of state appointed by the prime minister.

One question that has arisen in discussion is who would have the right to vote for candidates in the Independent Citizens' Assembly. It would seem that there would have to be separation of the franchises for the two assemblies. One would have to choose, except in the referenda on allotment of powers, whether general or regional, local, etc. It may also be a good idea to place a stigma on use of the first person plural for both representatives and voters of the Independent Citizens' Assembly, to reinforce its non-party character.

POLITICAL FRAGMENTATION
The problem of fragmentation is noticed when discussion moves from symptoms of institutionalized criminality to politics. Instead of looking at the criminals we look at ourselves. Instead of asking "how did they get the power to do what they are doing?" we start to ask "how can we get the power to stop them?" We are working, of course, in a situation where the great majority of politicians and officials are pressuring in the opposite direction. The same problem exists almost everywhere and if I single out Australia and New Zealand this is mainly because it is easy for me to monitor developments there. In any case these countries have appeared to function in recent years as a social laboratory for testing how much criminality can be tolerated by present-day populations. For the last twelve years the online journal Cairns News, based in the tropical city of Cairns in northern Australia, has won increasing credibility as an alternative information source. Recently under the title "Let's have a party" (in Greek this doesn't work as a pun but in English it does) Cairns News has submitted a proposal for amalgamation of three anti-systemic parties with a view to increasing the chances for achieving parliamentary representation.
A proposal of this kind for joining together of small anti-establishment parties was tried out unsuccessfully in Greece prior to the most recent national elections and for that reason (for that reason ALSO) I was pleased to gain acceptance recently on Cairns News for a brief analysis hinting at another possible way for dealing with political fragmentation. Not through perpetuating the logic of parties but through reform of the (or "a") parliamentary second chamber, eschewing universal suffrage (for it) and making it a "chamber of active citizens". Of course a court would need to be instituted with the power to decide who has the right, or better who does NOT have the right, to be deemed an "active citizen", with the result that non-active citizens would be confined to the rights enjoyed by every present-day citizen, the right to vote and the right to be a candidate in universal-suffrage elections. A reform of this kind would give citizens and voters MORE, not fewer, rights than they/we are currently permitted.
Today's monopoly of party politics and dictatorial mass media would be broken. This idea was floated (in English) during the COVID lockdown by members of the World Freedom Alliance in relation to the European Parliament (starting at minute 41.50), but it could be implemented anywhere there is representative democracy.

Αντί να ρωτάμε "πώς απέκτησαν τη δύναμη να κάνουν αυτά που κάνουν" αρχίζουμε να ρωτάμε "πώς ν'αποκτήσουμε εμείς τη δύναμη να τους σταματήσουμε;" Φυσικά λειτουργούμε σε μια κατάσταση όπου τα ΜΜΕ και η μεγάλη πλειοψηφία των πολιτικών και αξιωματούχων ασκούν πιέσεις προς την αντίθετη κατεύθυνση. Σε κάθε περίπτωση οι χώρες αυτές τα τελευταία χρόνια δείχνουν να λειτουργούν ως κοινωνικό εργαστήριο για να δοκιμαστεί πόση εγκληματικότητα μπορούν να ανεχτούν οι σημερινοί πληθυσμοί. Τα τελευταία δώδεκα χρόνια η ηλεκτρονική έκδοση Cairns News, με έδρα την τροπική πόλη Cairns της βόρειας Αυστραλίας, έχει αποκτήσει ολοένα και μεγαλύτερη αξιοπιστία ως εναλλακτική πηγή ειδήσεων. Πρόσφατα υπό τον τίτλο "Let's have a party" (Ας κάνουμε party ή ας φτιάξουμε κόμμα, επειδή στα αγγλικά μπορούμε να το κάνουμε αυτό το λογοπαίγνιο), το Cairns News κατέθεσε πρόταση για τη συγχώνευση τριών αντισυστημικών κομμάτων προκειμένου να αυξηθούν οι πιθανότητες επίτευξης κοινοβουλευτικής εκπροσώπησης.
Μια τέτοια πρόταση συγχώνευσης επιχειρήθηκε ανεπιτυχώς στην Ελλάδα πριν από τις τελευταίες εθνικές εκλογές. Για αυτό το λόγο - ΚΑΙ για αυτό το λόγο - χάρηκα που κατάφερα να πετύχω τη δημοσίευση πρόσφατα στο Cairns News μιας μικρής ανάλυσης που πρότεινε άλλο πιθανό τρόπο να ξεπεραστεί η πολυδιάσπαση. 'Οχι με τη διαιώνιση του κομματισμού αλλά με μεταρρύθμιση της άνω βουλής του κοινοβουλίου, καταργώντας την καθολική ψηφοφορία και καθιστωντάς την άνω βουλή "βουλή των ενεργών πολιτών". Φυσικά θα έπρεπε να δημιουργηθεί ένα δικαστήριο που θα κρίνει ποιός να έχει, ή καλύτερα ποιός να ΜΗΝ έχει, το δικαίωμα να θεωρείται "ενεργός πολίτης", με αποτέλεσμα να περιορίζεται ο μη ενεργός πολίτης στα δικαιώματα που έχει ο κάθε σημερινός πολίτης, το δικαίωμα να πολιτεύεται και να ψηφίζει σε εκλογές με καθολική ψηφοφορία. Μια τέτοια μεταρρύθμιση θα έδινε όμως στους πολίτες και στους ψηφοφόρους ΠΕΡΙΣΣΟΤΕΡΑ, όχι λιγότερα, δικαιώματα από όσα επιτρέπονται σήμερα.
Το σημερινό μονοπώλιο της κομματικής πολιτικής και των δικτατορικών μέσων ενημέρωσης θα έσπαγε. Η ιδέα αυτή προβλήθηκε κατά τη διάρκεια του lockdown από μέλη της Παγκόσμιας Συμμαχίας για την Ελευθερία με αναφορά στο Ευρωπαϊκό Κοινοβούλιο αλλά θα μπορούσε να εφαρμοστεί σε όποιο κράτος έχει θεσπιστεί η αντιπροσωπευτική δημοκρατία.

Taking as a starting point Michael Nevradakis' interview with Romanian politician George Simion, president of the party Alliance for the Unity of Romanians, I would like to embark on a rundown of the events of the last few weeks from my personal viewpoint. As I have indicated, I sent an e-mail to George Simion and was most surprised a day or two later to receive a telephone call from a Romanian who said he lived in the next village to mine in Aegina and was called Dan. He gave me a surname too but until I know a little better what is going on I won't say what it was. At a cafe here in Aegina I met together with Dan, whom I very much liked and soon in my enthusiasm saw as a possible heaven-sent ally. Among much else at my instigation we talked a little about Moldova, on which subject I had and have only the most general ideas (though I have since done a little reading in Wikipedia). Dan said he would be going away but would be back soon. I said I would like to talk to him again as soon as he was back and he agreed with that. When I had given him more than enough time to be back I rang him again and he agreed to meet a few days later. But after that it was not possible to contact him. Dan had told me he was also friends with a Romanian we had done a video with during the "COVID" lockdown. During my meeting with Dan in Aegina we had as indicated talked a little on the relations between George Simion and Diana Sosoaca. I had mentioned also that I had ordered Calistrat Atudorei's book in English "America's plan for World Hegemony". I have in the meantime taken delivery of that book and started reading it. I might say that there seems to be a great uncertainty in it about Mr Atudorei's attitude to the Communist period. But I would appreciate being able to get contact details for Mr. Atudorei because I would still like to visit Romania in the coming summer. As far as Dan is concerned, I have had to conclude that with me he was pursuing some kind of general reconnaissance. Whether he really lives here in Aegina and everything else about him, other than the fact that I liked him on my personal meeting with him, is a question mark. I note that he did seem to be personal friends with a local man who spoke with him when we were in the cafe.
I stand by what I said in the World Freedom Alliance video we made during the lockdown and I appreciated and still appreciate the support that Preda Mihailescu has shown. The ideas we put forward in relation to the European Parliament could be applied in any country with representative democratic government. I pointed this out recently on the Australian blog "Cairns News" (scroll down for my comment).
